The Ministry of Mines used a 31 August roadshow in Raipur to brief prospective bidders on the eighth tranche of critical and strategic mineral auctions. The tranche contains 17 Composite Licence blocks and three Mining Lease blocks across nine states. The mineral basket includes graphite, rare earth elements, rare metals, vanadium, gallium, titanium, molybdenum, tungsten, potash, phosphorite and glauconite; five of the blocks are in Chhattisgarh. The government also outlined partial reimbursement of exploration expenses for Composite Licence holders and the e-auction process.
Why it matters
Critical-minerals sovereignty is determined not only by geological potential but by the conversion of that potential into an investable, explored and eventually producing asset base. The reported 56 successful auctions out of 88 blocks offered indicates that the state is building a pipeline rather than relying on one-off headline discoveries. The inclusion of gallium, rare earths, tungsten, graphite and vanadium links the programme to semiconductor materials, permanent magnets, batteries, aerospace systems and defence manufacturing. However, an auction is an upstream option, not yet a supply guarantee: exploration success, permitting, processing capacity, financing and offtake will decide whether these blocks reduce import exposure.

The strategically important shift is the emergence of a repeatable domestic mineral-access mechanism. India is combining auctions with exploration-cost support and private-sector participation, while public policy is beginning to address the full chain from resource discovery to processing and recycling. The next sovereignty test is midstream: whether Indian firms can build separation, refining and precursor capacity around these deposits instead of exporting concentrates or remaining dependent on imported processed material. Chhattisgarh’s five-block allocation is also worth watching as a test of whether resource-rich states can convert mineral access into local industrial capability.
What to watch
- The names, geological grades and exploration stages of the 20 blocks, and whether high-value rare-earth or technology-metal occurrences progress beyond reconnaissance.
- Auction winners, work-programme commitments and the speed at which Composite Licence holders move from exploration to a mining lease.
- Domestic processing and separation projects for rare earths, gallium, tungsten, graphite and vanadium, including credible offtake agreements.
- Whether the ₹1,500 crore critical-mineral recycling incentive and primary-mining pipeline are integrated into a resilient domestic supply chain.
