India Expands Sovereign AI Compute with 15,916 New GPUs under IndiaAI Mission

On August 6, 2026, the Ministry of Electronics & IT highlighted a major expansion of AI compute infrastructure under the IndiaAI Mission, adding 15,916 GPUs to the national compute network. The addition builds on the existing 18,417 empanelled GPUs, taking the common compute pool to 34,333 GPUs, against a stated target of 100,000 GPUs by end-2026. The Government had approved the IndiaAI Mission on March 7, 2024, with a total outlay of Rs. 10,371.92 crore over five years. The initiative has empaneled 15 Compute Service Providers and approved 237 projects for subsidized compute support, sanctioning 93.18 lakh GPU hours. Additionally, a Purchase Order has been issued for a High-Performance AI Compute System of approximately 1.1 EFLOPS at the NIC Data Centre, Shastri Park, Delhi.
Strategically, this infrastructure build-out addresses India's critical dependency on foreign computing resources for advanced AI development. By establishing a sovereign compute grid, India aims to democratize access to high-performance computing for domestic startups, academic institutions, and public-sector entities. The Mission also supports the development of indigenous foundation models; pursuant to a Call for Proposals issued on January 30, 2025, 20 indigenous foundation model proposals (comprising 12 Large Multimodal Models and 8 Small Language Models) have been identified for support, with intellectual property retained by the applicants.
The dependency frame centres on the global race for GPU capacity and semiconductor self-reliance. India's compute ecosystem currently relies on globally sourced GPUs procured through empaneled providers. The expansion of domestic infrastructure is a direct response to supply chain vulnerabilities highlighted by global trade tensions. This aligns with the broader semiconductor strategy, including the Union Cabinet's approval of Semicon 2.0 on July 15, 2026, with an outlay of Rs. 1,27,500 crore to accelerate the design and development of Indian-designed chips and expand fabrication units.
The opportunity lies in establishing India as a globally competitive hub for AI development, less dependent on foreign hardware monopolies. The test to watch is the operational deployment and utilization of the 1.1 EFLOPS HPC system at the NIC Data Centre, and whether the empaneled compute providers can deliver the promised capacity effectively to domestic developers and researchers.
